Thank you for your clarification that you meant it to be those who retired before 1-1-1986.

 One elucidation on your statement "Their pension was fixed on a notonal rank pay" -- When  their basic pension being drawn before 1-1-1986, wef date of retirement, was revised wef 1-1-1986 immediately after the implementation of IV CPC ,  it was a consolidation of the existing pension being drawn from the time of retirement and as on Dec 1985, by adding various elements of their emoluments to the basic pension and a weightage , as done for the revision of the basic pay of those who were in service on that day.  Neither the new pay scale nor the Rank Pay of IV CPC were considered for that revision of the pre-1-1-1986 basic pension being drawn . The basic pension calculated accordingly was shown rank wise in a concordance table and was first ordered in a letter of May 1987 and subsequently further revised consolidated concordance table. in a letter in July 1987.

 It was only after the V CPC that  it was ordered that the pre-1-1-1986 retirees' BASIC PAY being Drawn by them at the time of retirement be fixed NOTIONALLY wef 1-1-1986 as per the IV CPC SAI 1/S /1987, to bring their emoluments NOTIONALLY on par with those who were in service on 1-1-1986;and, thereafter from that NOTIONAL PAY (including the Rank Pay of the rank in which they retired) their Notional Pension be fixed wef 1-1-1986  in accordance with the instructions for revision of pension of those who retired after 1-1-1986 (but before 1-1-1996). This is where the RANK Pay element of IV CPC comes into the picture for the pre-1-1-1986 retirees-- for fixation of their NOTIONAL PAY , followed by fixation of the NOTIONAL PENSION wef 1-1-1986. Finally the Notional Pension so arrived at was consolidated and revised pension was fixed wef 1-1-1996 as for the retirees between 1-1-1986 and 1-1-1996.
Thus pre-1-1-1986 retirees were granted TOTAL PARITY in their pension with that of Retirees between 1-1-1986 and 1-1-1996 , Al be it Notionally,wef 1-1-1986; and, modified parity with those who retired after 1-1-1996, wef 1-1-1996. This modified parity pension wef 1-1-1996 contained  50% of the Basic Pay of the IV CPC , as per SAI 1 / S /1987, where the Rank Pay equivalent was deducted, (now restored by the SC) plus the Rank Pay of the concerned Rank,  Thus , fixation of "their pension on a NOTIONAL RANK PAY " ( actually it is the Rank Pay equivalent to be added to the NOTIONAL PAY) was effective only from 1-1-1996 and not before that and the arrears of 50% ot the rank pay element would accrue only wef 1-1-1996 and NOT 1-1-1986.
 I am sorry if I seem to be too elaborate and too lengthy in this elucidation; but I am doing so because a great majority of our veterans are not aware of this and from the mails of veterans' associations too I find that there is no clarity in their thinking in this regard.

Pre 1986 refers to those offrs who retired before Jan 86. Their pension was fixed on a notonal rank pay. They are also affected.
