--Intl.getCanonicalLocales [1] is a part of ECMAScript 2016 Internationalization API
Specification. It exposes an existing internal method to canonicalize the
locale list and returns the result in an array.
Firefox shipped it in version 48 [2].
This is a trivial change [3] and the performance impact should be minimal if any.
(I'm fast-tracking this to ship because it's so trivial that implementing it
behind a flag seems to be an overkill.)
