Intent to ship: function rest parameters

Summary:
Rest parameters are a language feature included in the now-final-and-ratified ECMAScript 2015 specification [1].

Following implementation (intent thread [2]), this feature was staged on April 21st of 2011 [3].

Other implementations:

They're shipping in Chakra/Edge [4], and in SpiderMonkey since FF 15 [5].
