Intent to ship: ES'15 arrow functions

Arrow functions are part of ECMAScript 2015. The spec is now final and
has been approved by ECMA. [1]

Firefox has been shipping arrow functions since version 22 [2]. IE edge
ships it as well. [3] The WebKit implementation is in progress [4].

I have a pending CL that updates our test 262. As far as I can tell we
pass all of them (minus the ones using features we have not yet
enabled).
