Dear Trusted Partners,

As one of the founding members of the Open Government Partnership (OGP), the U.S. government continues to believe in the value and importance of responsive, transparent, accountable, and effective governance. Over the years, we developed three National Action Plans (NAP) in close consultation with our civil society partners, which led to innovative and impactful governance reforms. In the spirit of this partnership, we wish to be transparent about the next steps for our national open government plans.

We remain committed to the responsibilities entailed in the development and publication of our fourth National Action Plan and a Self-Assessment Report for our third National Action Plan. Given the recent change in administrations, we have decided to utilize the provision of a routine four-month grace period extended by OGP to countries in the midst of, or in the early stages of, a transition of political power. As a result, we aim to publish our fourth NAP and third Self-Assessment Report by October 30, 2017. This decision was taken after consultation with several of you, and we thank you for your thoughtful insights. We believe that this extension will allow us more time to collect input from a range of civil society organizations and U.S. agencies, many of which are still in the process of onboarding new department leadership.

The United States continues to believe that transparent and accountable governments are best equipped to safeguard security and advance prosperity. We look forward to co-creating a National Action Plan in the months ahead and to continuing our active participation in OGP.
