The Draft US IRM report is now posted here.  The webpage also notes how to give comments.  At this stage, the comments go directly to the OGP.

Again, many thanks to everyone, especially those in government and civil society who provide data, input and feedback as this report was being written.  I very much appreciate everyone's cooperation.

Hello Suzanne (and others),

This is in response to your message (below) offering your Draft U.S. IRM report ("Progress Report" on the U.S. Open Government Plan) for comment.

It is a generally considered a "best practice" in public participation is to allow the recipients (i.e., the public) to request clarification (aka, " point of information") about a proposal (e.g., a draft document) so that their feedback will be better informed, and not confused.  It is also a "best practice" that such requests be made in a public (i.e., open) manner, so that all others can hear the inquiry and the response (vs. a private message to a "drop-box" email-address).

Therefore, since the comment period is relatively short (2 weeks; comments due Wed., Sept. 2nd) for providing comments to the Open Government Partnership concerning your work, I am inviting you, along with any other interested persons, to participate in an in an open, moderated, online meeting to more quickly and openly inquire about those parts of your Draft US IRM report which may not be sufficiently clear (i.e., transparent) to those who are interested.

I plan to use a remote-participation platform that allows for screen-sharing (with no download needed) so that we can all be looking at the same language at the very same time that we are discussing it during the phone-conference.  Also, as a side-benefit, this exercise will give our group a good opportunity to try out a remote-participation platform, as we have discussed here and here.  And, since there will be no software to download, government employees do not need special permission to participate.

Due to the short time-frame, I have set up a survey to quickly discover when you, and others, would be available to participate in such an online meeting, sometime before next Wednesday's due-date for comments.  Just add your name, and select when you are (or may be) available on Friday, Monday, Tuesday.  http://doodle.com/6iupvf6uyd5uh948

Good news.

We've scheduled a time (this Monday at 12:00 pm, noon, ET) for your "remote participation" in a Q&A with Suzanne Piotrowski for a moderated discussion on the recently-released Draft U.S. IRM report, i.e. the " Progress Report" on the U.S. Open Government Plan (2013-15).

Participation is open to anyone with access to a phone, and the discussion will be moderated (with a "Mute-All" button).  In addition, participants with web-access also have the option of live-viewing (via screen-sharing) the text of particular sections of the report as they are being discussed during the phone-conference.  For those not able to attend, a link will be provided to an audio/video recording, shortly after the discussion.

Also, any prepared question or comment, submitted prior to this event (the sooner the better) will make it more likely to be raised for discussion if it is sent to me (the event's moderator) at opengovmetrics @googlegroups.com .  I will make all such questions/comments available on the web, unless confidentiality is requested.

And, because of the online meeting, I learned two important things:

1.  That the activities covered in this Draft "Progress Report" are only for those performed during calendar-year 2014 (Jan. 1 to Dec. 31).  I had thought it also considered activity during 2015 (e.g., publication of the "Public Participation Playbook").

2.  Where to find the OGP's time-line (2015-2018) of the various steps in reviewing and revising the U.S. National Action Plan (e.g., those times when the public can expect to participate).  However, if there is slippage in OGP's dates (like this time), then it would be helpful to be notified about it.

Although only a half-dozen people participated, I believe that the recording shows how an online platform can open up, engage, and capture a group discussion in ways that a face-to-face meeting can not.  But, because there is a topic-thread in our group about "remote participation", that would probably be the better place for your feedback about the online meeting cited above.

Correction!

Thanks for the feedback that I gave you an incorrect link to the recording of Monday's online meeting (re: previous email, below).

The other "incorrect" link is a test-recording of the "call-in" audio from the open meeting of the OpenGov Working Group this past August 12th.  I found that the audio was very much improved by using headphones while listening to it later.  Of course, seeing the powerpoint presentation,  at the same time, would have made it even better.  Maybe next time, in November?
