This is in response to your message (below) offering your
Draft U.S.
IRM report ("Progress Report" on the U.S. Open Government
Plan) for comment.
It is a generally considered a "best practice" in public
participation is to allow the recipients (i.e., the public) to
request
clarification (aka,
"
point of information") about a proposal (e.g., a draft document)
so that their feedback will be better informed, and not confused.
It is also a "best practice" that such requests be made in a
public (i.e., open) manner, so that all others can hear the
inquiry and the response (vs. a private message to a "drop-box"
email-address).
Therefore, since the comment period is relatively short (2 weeks;
comments due Wed., Sept. 2nd) for providing comments to the Open
Government Partnership concerning your work, I am inviting you, along
with any other interested persons, to participate in an in an open,
moderated, online meeting to more quickly and openly inquire about those
parts of your Draft US IRM report which may not be sufficiently clear
(i.e., transparent) to those who are interested.
I plan to use a
remote-participation
platform that allows for screen-sharing (with no download needed) so
that we can all be looking at the same language at the very same time
that we are discussing it during the phone-conference. Also, as a
side-benefit, this exercise will give our group a good opportunity to try
out a remote-participation platform, as we have discussed
here and
here. And, since there will be no software to download,
government employees do not need special permission to
participate.
Due to the short time-frame, I have set up a survey to quickly discover
when you, and others, would be available to participate in such an online
meeting, sometime before next Wednesday's due-date for comments.
Just add your name, and select when you are (or may be) available on
Friday, Monday, Tuesday.

by Thursday
noon, so that I can quickly relay the best meeting time selected,
along with other details for participation. The session will be
recorded for the benefit of those who will not be able to
attend.
