The State Department's 2016 Open Government Plan is now online at http://www.state.gov/documents/organization/262834.pdf

It's currently a .pdf in order to get it online quickly, but we'll have it available in other formats as well.

And, this is a living document.  We'll look forward to comments and ongoing engagement as we try to follow through on our commitments.
