SAM Extract files - Disaster Response Codes

Did something change in the processing of the SAM Extract file processing?

It looks like disaster response area codes are NOT following documentation for CTY types

Duns13: 1265525950000

TypeCode: CTY 

AreaCode: Fairfax

This record came from line 2436 of extract file SAM_PUBLIC_UTF-8_DAILY_20150630.dat

If I read the documentation for the extract file correctly, the AREACODE is supposed to be up to 5 characters when TYPECODE=CTY 

Please advise.
