Proposal: Replacing the current build system

Hello,

I have written up a proposal about replacing the Ant build system with Gradle.

I would appreciate any and all insight or thoughts about this idea in Issue #751.

While I am sending this out to the mailing list, I would appreciate keeping all discussion centralized to the Issue -- it is easier to maintain and keep track of.
