Appveyor build failing due to windows.php.net

Hi,
Don't worry for now about Appveyor failures for now. The main site for
Windows PHP downloading is down (windows.php.net), so this is beyond our
control. Anyone building with php on Windows will be affected. I will
merge PRs without Appveyor while this persists.
