Can't receive hams on HF

I would like to know what could be the reason I don't receive any ham activity on HF.
I have homebrewed this upconverter

Whether with the uc or the modded drivers I don't receive any ssb signals but I can receive alot of commercial AM stations.
I've even gone as far as putting up a dipole for the 20m band but to no avail.
Its a simple wire dipole that I homebrewed, so that might be an issue. But I'm sure I should be able to receive at least a couple of stations with it.
I have a dongle with 820t tuner BTW.
