Weird behaviour

I place the quotation mark U+0022 at ALT + key code 44 (extreme bottom right) of the keyboard layout. When I type it, the glyph is substituted by the one from the default font (Georgia), hence, somehow 'not found' as I understand it. However, it's in the font. I can manually insert the quotation mark from the palette.

If I define the same glyph as a full width quotation mark U+FF02 in the font, generate a new font file and adapt the keyboard layout accordingly, it works.

Any idea about what's going wrong?

Sorry for the delay, your description was a bit cryptic :-)

My best guess is that the software you are using is set to replace ' by either ‘ or ’ depending on context, which is determined by some option in this software’s preferences setting called "typographic quotes" or "smart quotes". So switching off that setting may fix the weird behaviour. "It’s not a bug, it’s a feature!"

I did not even think as far as to consider this possibility. But you are absolutely right.

I was amazed to realize that the handling of quotation marks in text editors depends on the selected language. In OpenOffice Writer I had the option to select 'no language', while in Nisus Writer, for example, I had to create a custom Róng language template to resolve the matter.

Thanks again, you saved me from nagging helplessness.

You’re not the only one having trouble with those so-called ‘smart quotes’. You can’t imagine how much nuisance they cause, even to Nobel Prize laureates :-)

Pretty text, and entirely correct. Automatic corrections often lead to undesired results. Our dean’s name was automatically ‘corrected’ by LibreOffice assuming that I do not know Romanian, and added diacritical marks, where there is none! 
Quotations and ‘smart quotes’ are also a problem, as there are several variants: ‘...’ is OK for British English, but considered incorrect in American; we have „...“ for Czech, but „....” for Romanian (the so-called 66-99 v. 66-66); it is «...» for French but, imagine, it is »....« for Slovene. 
I always deactivate smart quotes, as I want to have full control of them. This should be done via the keyboard layout for every language and a good applications may have this applied AFTER finishing a text and by choosing the language to apply smart quotes. Also, as the quoted text beautifully shows, the alphabetical should be adjustable, so that ‘t Hooft should be put correctly where it should be.

I think the problem has been made much worse because Windows keyboard layouts to this day don’t provide a proper way to type typographic quotes, so users have to rely on the smart quotes routine included in the software:

I would bet there’s better typography results from Macs :-)

I know. This may be useful for many users, sometimes is a bad option. Users should be able to choose their settings.
