If Freecall-UK provide access on this basis,
it would be illegal - Multi Level Marketing
(MLM - aka a Pyramid scheme). The site in
question is just a spam harvester; if you
sign up, they spam you. This itself is
perfectly legal; you are simply giving them
your e-mail address.

If they then provide you with Internet access
in exchange for getting four friends to sign
up, it becoms an illegal MLM and they get shut
down. This will probably happen anyway once the
consumer protection people find out about it.
