Looks like Sunlight Foundation has convinced the federal Office of Management and Budget to release all of the "Enterprise Data Inventories" for the first time ever. These inventories supposedly list every dataset kept by every federal agency.

Back when I worked in state government (in the 1990s) I wondered about
this concept and the states. Back then, as far as I could figure out
Texas was the only state with a comprehensive database/list of
government databases across agencies.

Does Minnesota have anything like this today?

Yes, they do. One of the PiPress government reporters and I tried to collect them all one year -- maybe 2006 or 2007? -- and we had to go to every single agency. And it was hard. And we didn't get all of them. that's about all I can remember. If anyone wants to try to get them, I think the people at IPAD (in the Dept of Administration) are familiar with these and what they are called.

This is in the works. Prior to leaving MMB Commissioner Matt Massman of ADM was pulling a team together to continue to the work of Data Governance initiated by Spencer Cronk.  ​

Yeah, this is pretty hard to do.

There is Statue 13.025, subdivision 1, that states each agency must
keep a data inventory, but unfortunately it is only for data that is
private or confidential. Also, its not that exact on what this truly
looks like.

Subdivision 1.Data inventory.

The responsible authority shall prepare an inventory containing the
authority's name, title, address, and a description of each category
of record, file, or process relating to private or confidential data
on individuals maintained by the authority's government entity. Forms
used to collect private and confidential data may be included in the
inventory. The responsible authority shall update the inventory
annually and make any changes necessary to maintain the accuracy of
the inventory. The inventory must be available from the responsible
authority to the public according to the provisions of sections 13.03
and 15.17. The commissioner may require responsible authorities to
submit copies of the inventory and may request additional information
relevant to data collection practices, policies, and procedures.
