My view is that the state should provide ALL governments the option of using a universal email and calendar system at the scale of what the University of Minnesota does for all students, staff, and faculty. I think they pay to use a Google solution. 

It should be paid for with a general state budget allocation with optional features and training at a cost perhaps to local govs. It would hard bake in the best retention policies geared toward long-term trust in government, etc.

I can't imagine any Gubernatorial candidate when asked on stage what they will support going for the delete everything not intentionally saved approach (except perhaps Coleman because that's his adopted approach in St. Paul), so local governments better get ready for a restoration of long-term email archiving. Or this will also become an anti-incumbent wedge issue riding the wave of mistrust in government in local elections. Luckily for Hodges in Minneapolis, they didn't go the route of St. Paul.
