Since your testicles have been itchy for years, I am assuming that you have ruled out the possibility of pubic crabs or lice -- a main culprit for this condition. And since you wear cotton boxers, we can also rule out the possibility of an allergy to an unusual fabric.
One possiblity for your severe itch may be the soap you're using. Try using a glycerin soap rather than your regular brand. As well, a doctor can prescribe a remedial balm or cream that you can apply. For now, I suggest scratching in the bathroom, with the door closed, so as not to annoy your wife.
Other tips:
Wear loose-fitting clothes
Change your underwear regularly (especially if you tend to sweat at work)
Shower after workouts
Don't use antibacterial soap
Sleep without underwear
Your other problem is one of concern as well. Exposure to organic solvents, used for jobs such as painting, decorating, printing, dry cleaning, shipbuilding, and repair work, can, in fact, cause the sperm count to fall. When exposed to regularly, chemicals such as carbon disulfide, chloroprene, dibromo-chloropropane, lead, and ionizing radiation have been proven to significantly lower sperm count.
Keep in mind, however, that other causes, such as smoking more than 20 cigarettes a day, excessive alcohol consumption or overheated testicles may also lead to a low sperm count. For now, I highly recommend that you visit your urologist and tell him exactly which chemicals you are being exposed to so that he can help you.

Men, in fact, do have a G-spot of sorts: the prostate, a gland that lies just below the bladder. It's an extremely sensitive zone located on the inside of the body and can be found via the anus. Stimulating this spot causes tremendous sexual excitement for many men.
