Yesterday was released WebOb 1.8.0 which as some incompatibilities with current stable releases of TurboGears.

I'll be releasing a 2.3.12 release with some minor updates and a constraint against maximum webob version between today and tomorrow, meanwhile I suggest you make sure to constraint "WebOb < 1.8.0" when installing you TurboGears apps.
