TG 1.1 - doc site doesn't work

I'm trying to reinstall a server using TG 1.1.  But, I get this message when accessing www.turbogears.org/1.1/docs/

Forbidden

You don't have permission to access /1.1/docs/ on this server.

Can I still install/use version 1.1?  I tried 1.5 and that doesn't work with my app, and 1.0 doesn't work because I'm using Python 2.7.
