after system upgrade to 10.13.2 high Sierra for a moment everything worked.

on clean installation 10.13.2 high Sierra for a moment everything worked.

after several restarts 10.13.2, the connection loops.

The problem is that your "pre-connect" script is failing, as can be seen from the following:

I assume telnet is used to do a "knock-knock" sequence and that without that sequence, the VPN connection is refused.

"telnet" is not included in macOS High Sierra. A search for telnet "high sierra" will give you several options.
