2018 Regional Transportation Plan
Looking forward
The Portland region’s economic prosperity and quality of life depend on a transportation system that provides every person and business with access to safe, healthy, reliable and affordable ways to get around. To get there, we need to work together to address these key questions:

  1. What do we need most from our transportation system – now and in the future?
  2. What can we afford and how do we pay for new projects while taking care of our existing roads, bridges, bikeways, sidewalks and transit services?
  3. How should we measure progress toward our goals?

Through 2018, the Metro Council will continue working with local residents, businesses, governments and transportation providers to answer these questions.

People have told Metro their biggest needs for our transportation system. We are planning for all of them – but we know we can’t afford everything we need right now. We’d like to hear from you on what is most urgently needed in the next 10 years.

Your responses will be reported to the region’s policymakers this spring and inform work ahead to update the region’s near- and long-term investment priorities.

Regional Leadership Forum: Connecting our priorities to our vision
In December, the Metro Council convened Regional Leadership Forum 3 at the Oregon Convention Center. Nearly 60 city, county, regional and state policymakers, business and community leaders from across the Portland metropolitan area joined in bringing the perspectives of their constituents and communities to the conversation. These leaders offered their views on:

  • a shared vision for the region’s transportation future
  • the current funding landscape on the federal and state level
  • priority challenges to address in the next 10 years and beyond
  • building a path to future funding.

Regional Snapshot: Jobs and brownfields
The health of the region’s economy affects how we travel – and vice-versa. In February, Metro released its latest Regional Snapshot, this one focused on the connection between the economy, jobs and polluted properties called brownfields. All over greater Portland, thousands of properties sit vacant or underused because of pollution from past uses. These could be places for businesses to grow, people to live or nature to thrive. But instead these brownfields are a drag on the region's communities and economy.
 
In May, the next Regional Snapshot will focus on how the greater Portland region funds walking, biking, street, highway and transit improvements – and what it will take to meet the needs of a region with more people and more businesses.

Thank you! More than 3600 comments on projects to improve walking, biking and moving freight
From Oct. 7 through Nov. 7, 2016, Metro asked residents of the greater Portland region to help decide how $33 million will be spent on projects to improve walking, biking and moving freight. During this public comment period, Metro received more than 3600 comments on the projects proposed for these funds, helping inform the decision.

The key issues that serve as the primary focus of the 2018 RTP update were identified through input received from partners and the public in 2015 and from the 2014 Regional Transportation Plan update, the 2014 Regional Active Transportation Plan, the 2014 Climate Smart Strategy, and recent federal legislation called MAP-21, the Moving Ahead for Progress in the 21st Century Act, and FAST Act, Fixing America’s Surface Transportation Act.
