Build tools, without the framework/scaffold?

I'm looking for something like Mulberry's test/deploys targets: single command line tools to test and-or deploy a phonegap app to IOS, Android, or perhaps more. In other words, a command line alternative to settings up specific scaffolds using each platform's GUI IDEs. Is it possible to use that stuff from Mulberry, in a pre-existing Phonegap-based JS/HTML app that doesn't use Mulberry's scaffolding/framework? Or do you know of another project I should be looking at instead? (I know about the SaaS options, Phonegap Build and otherwise; I'm hoping for a local tool.)
