Hi All, I am looking at the project and it looks that the development had stopped since Oct 2017? Am I seeing this correctly?

One more questions if you don't mind: What's the latest release? is it v 7.0 (February 27, 2017)?

Torch is in maintenance mode now. Which means no new features only bug fixes.
