How to enable FP16?

Sorry for this naive question. I see both CUDNN[R3]-fp16 and CUDNN[R3]-fp32 on Soumith's benchmark but I haven't been able to figure out how to enable fp16 or fp32 mode.

FP-16 is still not ready for practical use. It was good enough for benchmarking via a hacky approach.

We should have an FP-16 type ready for use by end of December.
