I am wanting to upgrade my 1st gen TI-nspire that is running OS 1.1 to
the 3.0. I have read that I need to upgrade to 1.7 first, then on to
3.0.

You can search and download the older computer link software. It is different from the teacher nspire and navigtor softwares.

No, that is correct. In earlier versions, the file transfer software was separate from the emulator software (they are now combined). There was the Teacher/Student TI-Nspire Software, and the TI-Nspire Link Software. It is the TI-Nspire Link Software you are looking for. This is different from TI-Connect, which was only for the 83/84 calculators.
