https://github.com/NV/chrome-devtools-autosave appends newly added CSS rules to the last included CSS file. I found it quite handy. I add a dozen of CSS rules while prototyping. When it looks good, I sort rules out.

CSS Rules added via Style pane are available as virtual resources (inspector://<page url folder>/inspector-stylesheet). http://trac.webkit.org/changeset/118367
