Sorry for my belated response to your previous post.
I believe that the underlying issue is still that Dropbox itself tries to figure out the character encoding of HTML files by sniffing the first few hundred bytes of the content of the file. If it doesn't find any UTF-8 byte sequences then it serves the file as ASCII.
The workaround is to ensure that there are UTF-8 characters near the top of the HTML file, which can typically be accomplished by adding a meta tag like this to the top of the file in a text editor:
<meta name="utf8beacon" content="������" />
The trouble is that we can't currently add that beacon into the default distribution of TiddlyWiki because it happens to also break saving in Internet Explorer.
Can you try to add that meta tag to one of your 2.7 files and see how you get on?

What abaut adding the Workaround in the distributed version...It is not so easy for newbies to fit it in correctly...
