TIFF has a number of different compressions. Tess by default only support one. You might use Photoshop or other photo editor to resave it in a different format such as uncompressed.
There are also some defines you can turn on which include files with more tiff support (libtiff, etc).

Since you are using windows, you can add compressed tiff support by following the instructions in the readme (http://code.google.com/p/tesseract-ocr/wiki/ReadMe
), but you will have to rebuild it yourself...
