Time out long running transactions
Today long running transactions remain in in-progress state indefinitely if the transaction is not aborted or committed explicitly. This can cause performance issues in the long run as the in-progress list can become huge if clients that start long running transactions crash.

We will need to timeout long running transactions like we timeout short tran...
