I don't think there is a list that is exclusively for this but subscribing to the official Google Apps update blogs  feed will keep you up-to-date with api's and other features. http://whatsnew.googleapps.com/update-feed .

The GAFE Networking Best Practices for Large Deployments document and other documents at http://setup.googleapps.com/Home/special-topics  are at least one place where this information is.
