[bugs:#668] subscribe_event: Inconsistency between stateless and non stateless behavior

It seems there is a small inconsistency in the way subscribe event works between stateless and non stateless mode in case of an error.

case 1:
subscribe to event using non stateless mode on an attribute that does not have events enabled:
client callback is 'immediately' called with the error.

case 2:
subscribe to event using stateless mode on an attribute that does not have events enabled:
client callback is only called after 10s with the error.

It is hoped that in the stateless mode the error would be triggered 'immediately' like in the non stateless mode.

It is a detail but important for GUIs or event CLIs. It is not interesting for users to start a GUI and have to wait 10s before the GUI realizes that there is no events and it has to poll the attribute.

Thanks in advance
