We should first decide if the group wants to use Google Docs..
Or if a different tool should be used....
One pathway forward is to identify all individuals that are interested in participating and conduct a quick functional requirements survey by email...
After the functional requirements survey is complete, a reasonable pathway forward may be identified..

I have been a silent reader of your posts for a while.
Let me suggest you that before selecting the bibliographic tool, you decide if the document will be written online (i.e. Googledocs) or offline (libreoffice or word).
In Googledocs there is already an addon that manages bibliography. If you opt for offline working, I strongly reccomend
Zotero as the more robust and easier to implement tool.
Also,
Mendeley could be worthy to consider.
