This means that you do not have ODBC installed on your computer. You may
the latest ODBC drivers on Microsoft's web site. It should be called
Microsoft Data Access Components (MDAC).

I have ODBC and Sybase SQL Anywhere drivers installed on my system. That
database was created using Watcom SQL Server 4, which i don't have installed
now.

I have also created User DSN. But whenever I try to use the database as
Local, it takes me to Custom automatically.

If you are using PowerBuilder then you don't have a complete install.
There are components (DLL's, INI file) that if not installed properly
will give you that message.

This is a Powerbuilder application, right? The message indicates that the PB DLL required for db
access is missing. The name of the DLL corresponds to what you specified in the sqlca.dbms
attribute of the connection object. If you specified "odbc" then the name of the dll is
"PBODB??.DLL.

Either the necessary DLL is not on the path, or you specified an incorrect value in sqlca.dbms.
