sepkg and studiopkg updates

We have new versions of sepkg and studiopkg but with a major
difference: the locations on the server for these have changed which
means that updating using their built-in -l -u flags will not work.

Instead you need to download and install these manually. Hopefully
there won't be any more major movements.
