Possibly a troll - possible stolen bike

During my commute this morning in SF, I asked some guy about the bike he was riding (just something about how I liked his wheels and wondered what they were). He said he had no idea and that he'd just stolen the bike this morning. This was near the Recology yard close to Brisbane. I'd be prone to laugh it off but just in case anyone was missing this. Anyway, it was a dark green Surly LHT (or similar) with 650b wheels). Front rack and rear rack, green color. White man in his late 30s/early 40s.
