Hello Stellar Validators,


In following up to the proposed switch to Protocol 11 in the stellar.validators channel on Keybase, we'd like to propose the following for next Monday:

  • Upgrade the network protocol to Protocol 11 via a stellar-core HTTP Command (or by directing an HTTP request via your HTTP client of choice to port 11626).

    • stellar-core http-command 'upgrades?mode=set&upgradetime=2019-06-10T16:00:00Z&protocolversion=11'

    • You can schedule this immediately for the upgrade to happen on time.

    • The upgrade time is currently set to June 10th, 2019 at 1600 UTC

    • You can verify this was set successfully via the info command of Stellar Core.

  • Based on the general consensus on stellar.validators, setting the max operations per ledger to be 1000 ops/ledger. Note that this uses the existing max tx/ledger field, which in Stellar Protocol 11 means max ops/ledger:

    • stellar-core http-command 'upgrades?mode=set&upgradetime=2019-06-10T16:05:00Z&maxtxsize=1000'

    • Please wait to run this command until once we've given the go-ahead that the network upgrade was successful. We'll be coordinating this in the #validators channel on Keybase, with the intent to run it at the time specified in the above command.

    • The planned time for this is currently set to June 10th, 2019 at 1605 UTC, but we may ask everyone to set the vote time further back if the upgrade takes longer than expected.


Important: Stellar Core currently does not support the ability to queue commands, which means these must be run one after the other. We recommend that everyone looking to join the network in Protocol 11 be online in stellar.validators channel on Keybase for the success of the protocol upgrade. Once the network upgrade is successful (first command), we will ideally coordinate kicking off the second command (max ops/ledger) 5 minutes later. The above commands will work if we encounter no issues, but if we need to change the timestamp on the second command, we will broadcast that out with an @here message on Keybase in the #validators channel.
