Error: Current logged in user test@example.com is not authorized to view this page

I pulled down the latest code, run it from local Google App Launcher Engine..

http://localhost:8080 shows the dashboard, localhost:8000 shows GAE settings..

Following the documentation, when I navigate to localhost:8080/admin/setup - I get this error "Current logged in user te...@example.com is not authorized to view this page."

Here is what I see from GAE interactive console,

Must be something silly I'm missing, looking forward to suggestions.

Are you checking the check box "Sign in as Administrator"?
