common output

Daniel and Bob had started outlining the current output format in the Wiki (https://github.com/stan-dev/stan/wiki/Consolidated-Output-for-Sample,-Optimize,-ADVI,-and-Diagnose). I was working on defining this in more detail ("proposed" section). I can push this forward is to finish up the "proposed" section as best I can and then exercise it by implementing it on a stan/CmdStan branch.

Daniel/Bob: does this seem ok w.r.t process or should I go about this a different way? This is the ball I dropped when I got sick a few weeks ago and I'd like to pick it up again.

Great, thanks for the confirmation. I got through HMC although I'm sure it will take a while to make
sure all the possible config output is described. Working on the rest next week.
