increment log prob in transformed parameters block?

My original intention was to allow increment_log_prob in
the transformed parameters block to implement Jacobians
in the right place. But then I implemented it to disallow
those increments.

QUESTION: Should we allow increment_log_prob (and whatever
it morphs into) in the transformed parameters block?

There's an old issue that Kevin Van Horn just resurfaced:

I updated the next manual issue so that the doc will be right.

I pulled the discussion back here. When we settle on a design,
we can put it in the issue tracker. If there's a big intermediate
discussion with competing alternatives, I like to put it in a wiki.
