I think it is okay. Anyone who has Windows could test by executing

install.packages(c("BH", "RcppEigen", "inline", "RCurl"))

and then downloading

http://win-builder.r-project.org/CJZx253qtHi2/StanHeaders_2.6.3.zip
http://win-builder.r-project.org/wIp36taaU74J/rstan_2.6.3.zip

followed by installing the above two packages "from local zip files" in the appropriate menu.

Should we recommend that people NOT use Rtools33 (which has the mingw-g++-4.9 toolchain)? I think so since people are still trying frantically to get it to work for the next R and we have no testing with it on Windows (and not much on Linux). But our wiki currently recommends the "latest version" of Rtools.

Daniel, can you send me the remote login info for the new Jenkins box? I had an account on the one that melted down but I don't know if that got backed up and restored.

I think we should recommend not to use the new one.
