blocked by Travis

I now have three pull requests being held up by Travis.

The one that failed is reporting a previous commit's error,
but the failed Travis jobs show all the tests passing:

Anyone have any idea what's going on?

The two other pull requests in process have been going
over 12 hours with Travis and the above job still has one of the
two Travis jobs going. Does anyone remember how long
the stan-dev/stan Travis tests usually take?

I'm going to keep pushing pull requests, but I'm worried
at the state of backup here.

This may not be directly related. We're definitely hitting travis'
limits. Our builds take a long time in the first place and only one or
two can take place concurrently. I noticed this when I was updating
PyStan for the last release.

I remember asking travis for a discount for non-profits at some point
and they said they didn't have one. The upgraded service is, if I
recall, rather expensive.
