Is it possible to set the boxes in standby after 3 hour inactivity or automatic send the reload portal command to all boxes at 02:00 PM on stalker server?

You can use enable_playback_limit option in config.

E.g. if you set

enable_playback_limit = 3

then, after 3 hours of continuous viewing tv channel portal will go to the main menu.

You can do this from admin interface > Events > Send: To all, type: reboot.

Параметр enable_playback_limit определяет период "честной" неактивности? Если пользователь переключил канал - это проявление активности?

Yes

Отсчет начинается с момента запуска проигрывания, если канал переключили, то таймер сбрасывается и начинается новый отсчет.
