Rules bump

Hi all–

Revision 2 of the rules[1] were shipped yesterday. The changes are:

* 5.1: Teams only have to indicate to any match official they are
happy for a match to end, not to the judge directly,
* 5.2: The gap and barriers between zones is widened to 400mm from
300mm, so that flags can never span multiple zones,
* 5.3: Robots are restricted from deliberately touching multiple flags at once.
