I just started having this issue, also on Win10. Using Anaconda, Spyder 3.2.8, Python 3.6.5, Qt 5.9.4, PyQt 5.9.2.
This happened after the most recent Qt update, last week or this past weekend. Hitting the F11 key, to maximize the
Spyder window, shows the entire window, but the menu doesn't work (not even Alt-F, for the File menu, for example).
I tried downgrading to Qt 5.6.0, but that causes Spyder to crash before opening.
