Latest libspatialite binaries

Hi, I'm trying to download the latest libspatialite binaries, but they don't seem to be available.  I get "403: Forbidden" using the Windows binaries links here: https://www.gaia-gis.it/gaia-sins/index.html

Hi Ben,

you are simply using the wrong web protocol; all pages intended
for binary downloads on www.gaia-gis.it strictly require using
the plain HTTP and will reject any ciphered HTTPS connection.

just try: http://www.gaia-gis.it/gaia-sins/index.html
