import librasterlite in cmd

 I think the librasterlite file in fossil can not be opened. If a friend in the group was able to open it in cmd or import in python, enter it through the video file or through the text but step by step.

You should learn some basic system commands:

- '../file_name' will go down one directory and open the file

- './file_name' will (in linux) open the file in the local directory

- in windows: only the file name (without './') is needed

It is very unlikely that anybody will create a video to show how to use these basic commands (system or fossil)
