Build is failing with following error:  Fail to download libraries from server: Status returned by url  is not valid: [404] 

can you please help on this?

As per documentation of the Scanner for Maven : "If using SonarQube instance prior to 4.5, you should use maven-sonar-plugin 2.6.".

Now, downgrading your scanner is not the right solution here. SonarQube 3.3.1 is ancient, you should really upgrade your SonarQube server instead.
