[RFF] SonarJava 4.10

Hello all,

we would like to release version 4.10 of SonarJava analyzer.

This version brings 7! new rules (see MMF-878 for details). We also did big work on messages used when reporting the issue with symbolic execution engine - lowering the noise and improving precision. We had one external contribution by @aepfli, adding another Spring annotation for rule S3749, thanks for his continuing effort on perfecting this rule.
