The solr spatial query returns results also when distance specified is 0

Below is the query I used to query solr.

I still get results even after specifying distance as zero. moreover when i specified d= 10 I get same results i got for d=0. and the_dist_ field has the distance of 21.6 or more. 

http://localhost:8080/solr/agentsindex/select?wt=json&indent=true&q=*:*&fq{!geofilt}&sfield=agency_loc&pt=47.30169739999999,-111.351791&d=0&sort=geodist()%20asc&fl=*,_dist_:geodist()

Am I structuring the query wrong that distance > distance specfied are returned.
