IE9 createInfoReceiver does not use iframe proxy when page is http and SockJS url is https

Because of #7 here:

an http page cannot use XDomainRequest except using an iframe proxy.

But I find that in IE9 when I open a SockJS connection to an https url from an http page, createInfoReceiver gets a 2 from utils.isXHRCorsCapable() and does NOT proxy the info request.

How should this work?
