would seem to me that a person who is breaking the law (such as the
shooter in Tucson or those who had entered the country illegally)
deserves to be punished and not ignored. Also, I think if you
investigate those incarcerated you will discover a large percentage who
ARE Hispanic, so there is substance to the concern about higher crime.

10 years and 2009 was the safest in 1/2 a century. Phoenix and Tucson
